This is the final report of the KPPHAM established by the National Human Rights Commission Komnas HAM. It was submitted to the Komnas HAM on 31 January 2000. It indicates people allegedly responsible at all levels. With regard to the presumption of innocence, it recommends further investigation by the Attorney General's Office. The proceedings and decisions by an Ad Hoc Human Rights Court in Jakarta have been described in "The Way Forward", the report by Amnesty International and JSMP (2004) and other sources.
